Equal Employment Opportunity Policy
1) It is
the official policy of Manitowoc County to provide equal employment
opportunities for all qualified persons without regard to race, color, national
origin, religion, creed, sex, disability, marital status, arrest or conviction
record, ancestry, membership in the national guard, state defense force or
reserves, age, or status as a special disabled veteran or veteran of the
Vietnam era or any other status protected by law except where age, sex or
physical requirements constitute a bona-fide occupational qualification. No otherwise qualified person shall be
excluded from employment, be denied the benefits of employment, or other wise
be subject to discrimination in employment in any manner on the basis of age,
race, religion, color, sex, national origin or ancestry, handicap, physical
condition, developmental disability, arrest or conviction record, sexual
orientation, marital status or military participation or any other status
protected by law. All employees are
expected to support Manitowoc County's goals and programs relating to
nondiscrimination in employment.
2) This
policy is applicable to all phases of employment, including but not limited to
job and placement procedures, testing, training, layoff and recall,
disciplinary action, termination and all other personnel procedures. All employment decisions will be made in
order to further the principles of equal employment opportunity. Hiring and promotional decisions will be
made in accordance with the principles of equal employment opportunity by
imposing only valid requirements for hiring and promotional opportunities.
3) Manitowoc
County does not discriminate against any employee or applicant for employment
because of a physical or mental
disability regarding any position for which the person is qualified. Manitowoc County provides equal opportunity
to become employed, advance in employment and will treat qualified individuals
with disabilities without discrimination. Manitowoc County will make reasonable accommodations to the physical or

Recruitment
Application
1) It is
the policy of Manitowoc County to accept applications only when there is a
properly advertised vacancy, or when Manitowoc County has advertised that it is
in the process of establishing an eligibility list for potential future
vacancies. All prospective employees
shall complete and sign an employment application form for all types of employment with Manitowoc
County. Applicants must specify the job
applied for on the application. Any and
all incomplete applications may be rejected. All applicants will be asked to complete an Affirmative Action
Information form. This information form
provides the County with statistical data such as age, sex, race, physical limitations
and veteran status. The completion of
this form is voluntary, and once completed it is separated from the employment
application. The information on this
form is used only to assure compliance with Manitowoc County's Equal Employment
Opportunity and Affirmative Action Plan.
2) Applicants
will be advised their application will be kept confidential to the extent
allowed by Wisconsin Open Records Law. If an applicant requests that their application remain confidential,
Section 19.36(7)(b) states that this request can be honored unless the
following conditions are met: (1)
applicants whose names are certified for appointment to a position in the State
classified service or (2) final candidates. A person is considered a final candidate whenever there are less than
five applicants; when there are more than five applicants, the five considered
most qualified are the final candidates.
Advertisement
1) Unless
an eligibility list exists for the vacant position, every position available
for hire from the outside labor market shall be advertised to afford all
persons a reasonable opportunity to apply for the position. Positions such as Department Director
openings which are filled from a statewide or national labor market may be
advertised in other newspapers to assure that the greatest number of qualified
individuals are advised of the opening. All advertisements will state that Manitowoc County is an equal
opportunity and affirmative action employer.
Reimbursement of Interview
Expenses
1) Candidates
who are selected to interview for professional positions may be reimbursed, at
the County's approved
rate, for mileage and meal expenses incurred in conjunction with the interview.
2) Candidates
who are selected to interview for department director positions may be
reimbursed, at the County's
approved rate, for mileage and meal expenses, as well as overnight
accommodations incurred in conjunction with the interview.
